Put them in /etc/modules - something like :
alias teql0 sch_teql
post-install teql0 `/sbin/tc qdisc add dev eth0 root teql0; /sbin/tc qdisc add dev eth1 root teql0`
This is for splitting traffic onto two parallel networks but something similar
should work for you
