It's a patch to be applied to the ppp spec file (the file used to create
the rpm package). On a different bug report , they say that the bug was
fixed. Probably it'll be released soon.
Meanwhile , you can use yum --exclude=initscripts --exclude=ppp
--exclude=pppd upgrade  to update your system.
