Yes, it is. The code is a tarball, you unpack it and place it anywhere
into the DocumentRoot area of your Apache and then have to configure 1
config file, following the instructions of the documentation. It will
guide you through creating a new database and some tables.

It ensures that the mail is really by me, because only I have the
private GPG key. I published the public key on the PGP/GPG key servers
and with the one you can check whether my GPG signature is valid. An
advanced use of GPG keys with mailing is the encryption of mail content
- obviously does not make any sense on public lists ;) But in private
situations it does. Just imagine you will send someone account data
(username and password). All mail can potentially be read by someone not
being an intended recipient.
