Viewing webcam on Yahoo with GAIM on Yahoo IM

Yep, because Gaim (and Yahoo IM for Linux, I suspect) do not support
webcams.

In the meantime, you can try gnomemeeting (for Linux) and netmeeting
(for Winblows).
