Mono in FC3

Microsoft's .NET licensing does not allow it to be included in Fedora. 
Neither does the licensing of Sun's JDKs or JREs.  However, gcj's (an
open source implementation of Java) licensing does allow it, much as
Mono's does.  That, in a nutshell, was my point.
