With the 3com card, it could be a lot of different causes. See bug below.

If the card is alright and not effected by any of the similar complaints 
in the bug report, it might be ECN related. You might try running this 
command below to see if ECN is causing the dhcp error. This command sets 
ECN to off.

echo 0 > /proc/sys/net/ipv4/tcp_ecn

I had a similar problem with a 3com NIC before, but it said to check the 
cable on bootup. The cable was fine and the card worked in prior RHL 
versions. To get a lease on that card, I ran dhclient from a root 
command line. This move worked to get a lease, but did not work well for 
mozilla or for gnome. KDE and commandline tools worked fine with this 
aproach.
