USB hotplugging does not work after kernel recompile (usb.agent is not called)

Dear Friends,
In an attempt to create a small linux system, I
recompiled kernel 2.6.5-1.358 on FC2, taking out many
unwanted options. I kept CONFIG_HOTPLUG=y because I
want USB hotplugging. After the recompilation and
copying the filesystem to a smaller partition, I
noticed that although the USB device is detected by
the 
kernel when I plug it in (see log below), the
usb.agent
script is not called as on a normal Fedora install.
Does anyone have any idea what could be the problem or
tell me the necessary things that must be in place for
USB hotplugging to work. usbdevfs and sysfs are both
mounted.
