You really have a line

SYSLOGD_OPTIONS="-m 0 -r"

in your /etc/sysconfig/syslog? And after a "service syslog restart" you
must have a process line with the "-r" at the end:

root      5756  0.0  0.0  2216  584 ?        S    20:45   0:00 syslogd
-m 0 -r

If not, then you certainly modified the init script in a not valid way.

Here the changes work without any problem.
