Can't boot cd

I went to http://fedora.redhat.com/download/#room and
successfully followed the instructions there to
download the ISO images for disks 1-4. I followed the
link to
http://www.redhat.com/docs/manuals/linux/RHL-9-Manual/getting-started-guide/s1-disks-cdrw.html
and successfully followed the instructions there to
use X-CD-Roast to create the CDs. I extracted the
boot.iso file from the first disk, and used the same
techniques to create a supposed "boot" disk from
boot.iso. However, I can't actually boot from it.

I know precisely how to configure the BIOS for my
computer to allow it to boot from the CD-rom, and I've
successfully used it to boot from other CDs, including
the RH 8.0 installation disk. I can't get it to boot
from this one.

Does the procedure given at the link above, need to be
modified to produce a bootable disk?
