I think fedora.redhat.com does a pretty good job of explaining the
rationale behind the project. The Fedora Project has been pretty 
up front about this. It's fast moving and changes a lot. It's not
recommended for production systems because it does change a lot. 
This has been discussed many times. 

If you want a distro that does things like Debian does, why not 
use... Debian!!  I for one am for a world where all distributions 
are not the same. Use the one you like, there are plenty of 
choices.
