I've noticed that if the CDROM is a powered tray, that the BIOS has
sometimes reinserted the CD as part of the BIOS POST.  Though I must
admit, I do not see a "reboot" directive in your kickstart so the BIOS
POST is probably not involved....  So I don't know if that might apply
to your situation.
