It is an attempt to assist new users to the list find answers to many of
the most commonly asked questions and to provide some basic info on how
to use the list.  

A good idea IMHO.

Think about it this way, one occasional message vs. 50 asking the same
thing over and over.

I am sure the other problems will be taken care of now that they have
been pointed out.
