Installing Fedora through source rpms?

Not really. You could rpmbuild --rebuild --target ... the src.rpms
with a reconfigured %optflags value, e.g. via /usr/lib/rpm/*-linux/
and most packages should accept the different RPM_OPT_FLAGS just
fine.
