No AUTH is offered. But it show Sendmail version 8.12.8 which is not
Fedora. Hopefully it is a patched version!

You certainly did crazy things. This is not Fedora Sendmail and so
configuration is mixed up like it seems.

The file is /usr/lib/sasl2/Sendmail.conf - SASL2 and Sendmail.conf with
capital S.

That is proper.

You have the cyrus-sasl packages installed?

If you want to run a proper configured, clean and secure email server
you should take care to have the right software. From what you post it
seems you don't have a Fedora system.
