Three ideas for 100% CPU:

 - no DMA on DVD player

hdparm -d /dev/hd_

 - no xv

xvinfo

also run mplayer in a terminal and verify it is using xv out.

- - unlikely, but still: cpuspeed has moved your CPU to throttled or divided 
clock.
