Establish a procedure for spam that your POP3 users can all use.
Example save spam $HOME/mail/spam or some other famous location.

Or, you can also have a pseudo user/alias:      

    submit-spam at ancientcoins.bizz.com
    submit-ham at ancientcoins.bizz.com

or some such place that users can dump spam and ham.
This can then be automated and unattended.  i.e. no one
has to look at crud.

Include a white list process.

There is a risk for a large population that one persons spam
stomps on another persons ham.  Make sure you have an opt-out
and inspection strategy.
