mkinitrd failed

Hi
   I have noticed lately an error,particualy when yum installs a
new kernel like just now with kernel 2.6.6-1.424.i686,

'memlock: Cannot allocate memory
Couldn't lock into memory, exiting.
mkinitrd failed'

The fix is,

'ulimit -l unlimited'

But I haven't seen such an error before three weeks ago is it
peculiar to FC2 and is there a permmenant way of fixing.
