Linuxconf replaced by what?

2 possibilities from the command line.

1.  You are not in the root environment.   Use " su -" instead of "su" 
to get the proper environment.

2.  You are on FC1 or RHx which uses redhat-config-network.  It was 
changed to system-config-network with FC2

An additional possibility as any user is to use the gui access  Start -> 
System Settings -> Network
