Yes, I think so too. 
But the FC2 logwatch RPM ships with files for clamav-milter, though that
tool is not part of the Core!

$ rpm -qf /etc/log.d/scripts/services/clamav-milter
logwatch-5.1-3
$ rpm -qf /etc/log.d/conf/services/clamav-milter.conf
logwatch-5.1-3

Can't judge why.
