If I find I need a package from Fedora, I usually go here

You can also use up2date, yum and apt if you have set them up to automate
fetching dependencies. I use yum myself which is great.

Yes, and for -q as any user also.

Dunno. If you use apt, you can use synaptic as a frontend. Don't know about
rpm. But I think you are overreacting, rpm is nice to use on the commandline
once you just know a few switches.
