Where is sndconfig?

Olaf - could you tell me where or how to bring up alsaconf? In fact,
how do you bring up alsa-utils?
I have seen references to alsaconf before. But I have no idea how to
bring that up. I enter alsaconf at a root command line and get
nothing????
