Well they do make it clear what that term means; they don't pretend that 
you become a community member simply by installing Fedora:

"those who not only consume, but also produce for the good of 
other community members."

I do take your point that there may be unsuspecting people who are
using Fedora that don't understand the driving forces behind the
decisions.   They'll likely be the loudest complainers until they
understand the Fedora project in a new light.

Just meant that the next few releases won't have the burden of dealing
with as many issues related to a new kernel.
