Hey, thanks Rick (and Sean)! It did not occur to me to scan the init.d 
shell script for hints... I did look through every file in /etc/sysconfig 
and did not find anything though, and went through other docs and Google 
but didn't find anything obvious. However, with your comment I was able to 
find some files in /etc/sysconfig/network-scripts that mention this string.

Apparently no package owns /etc/sysconfig/network (see "rpm -qf 
/etc/sysconfig/network"), but I do see that the initscripts package refers 
to the variables found therein. I've gone ahead and filed an RFE for 
initscripts on FC2 to request that this text be added to the default 
contents of /etc/sysconfig/network to make it easier for others to find:
