Can not bugzilla

Hello, my name is Shun.

We would use Bugzilla in Fedora JP project for bug tracking, and we
choiced Bugzilla modified by Red Hat. But I can not compile this bugzilla.

form_nonjs.html.tmpl in distributed package.
How can I compile bugzilla?
