[utf-8] french accent

The french character set is "ISO-8859-1"...

To have the french accent I change the file i18n in /etc/sysconfig by;

LANGUAGE=fr_FR.ISO-8859-15

LANG=fr_FR.ISO-8859-15

In httpd.conf I change

AddDefaultCharset ISO-8859-15

And when I look on my local web server how it run It write 

"Débridez" like this "Dï¿œridez"

Where is the mistake ??
