With the exception of kernel which is i586+ in rpm,
all packages can be used on 486 just fine.
Optimized for i686 doesn't mean doesn't work on older hw.
On IA-32 most of the instructions the compiler generates (cmov* is an
exception) is available from i386 up, but everything can be done with
many different instructions, so optimization is mainly about choice of
instructions from various alternatives and insn scheduling.
