The mod_perl site (http://perl.httpd.org) has a load of good 
documentation on building from source.  I would follow that path, 
rather than try to get an older src.rpm to compile.  Yes, it means 
having to rebuild every time a patch is released, but that's better 
than not having any patches (against your spec) at all.
