APM disabled in your BIOS, perhaps??

Also I have never seen a grub.conf setup like your one. I'd suggest to
change it as follows:-

From:-
title Fedora Core (2.4.22-1.2174.nptl)
        root (hd0,0)
        kernel /vmlinuz-2.4.22-1.2174.nptl hde=noprobe hdf=noprobe
hdg=noprobe hdh=noprobe ro root=LABEL=/ hdc=ide-scsi rhgb apm=power_off
        initrd /initrd-2.4.22-1.2174.nptl.img
To:-
title Fedora Core (2.4.22-1.2174.nptl)
        root (hd0,0)
        kernel /vmlinuz-2.4.22-1.2174.nptl ro root=LABEL=/ hde=noprobe hdf=noprobe hdg=noprobe hdh=noprobe hdc=ide-scsi rhgb apm=power_off
        initrd /initrd-2.4.22-1.2174.nptl.img
And see if that will help. Other than that, I have no other suggestions,
for the moment.

Wolf
