Yes, the file is owned by the user in whose home directory it is created and the group is set to the user's primary group. This file holds the user's MIT magic cookie. "The MIT-MAGIC-COOKIE protocol allows Xdm to create a hard-to-guess token that is only readable by the user account which
successfully logged in via Xdm. It uses the Unix file system access control to protect the token. The user can copy this token to the user's home directories on other systems to allow clients on those hosts to connect to the X server." [http://csrc.nist.gov/publications/nistpubs/800-7/node90.html]
