bandwidth control...

Hi everyone. Whats the best bandwidth control program,script or kernel module for linux? I have a network woth approximately 30 machines, and as always, some people are eating all 1mbps bandwidth with downloads from kazaa, emule and so. I appreciate any help. thanks a lot.
