Adding locales

Locales involve more than just an isolated cluster of files.  Locale
support has to be added to each individual package. This is more
involved than just plonking down some additional character sets and a
library or two.

As I've pointed out before, the choice of locale support is just
about the only non-recoverable installation choice to be made.

However, patches are cheerfully accepted...
