black borderline animation on minimize/maximize

Run 'gconf-editor' (System Tools -> More System Tools -> Configuration
Editor) and navigate to apps/metacity/general then check the box next to
"reduced_resources"

That will disable all window animations and make the window drag a
wireframe.
