apt/synaptic issue with php-imap

i've already submitted the bug report (#1619)
apt and synaptic determine that php needs to be installed for php-imap (no
duh), but then decide immediately after that it needs to be removed. if
i have php installed already, they attempt to uninstall and panic.
yum does not have any such issue. i think this may be because of the way
they built their apt repo.
