I'm not sure what you're trying to do that system-config-printer
doesn't let you.  Can you explain a bit more?

You can tell system-config-printer to get CUPS to allow computers in
the 192.168.1.0/24 and 192.168.2.0/24 networks to use the queues.  Is
there something more finely-tuned that you need?
