There is a site dedicated to RPM (http://www.rpm.org) but I cannot seem
to access it today.  It had an RPM HOWTO posted that is dated but still
somewhat relevant.

At any rate, I think it's probably best to learn-by-example.  Look at
existing SRPMs and see how they're constructed.

I do not know of a tool that automates the process.
