Following /usr/src/linux-2.4/Documentation/devices.txt char-major-188
is:

188 char        USB serial converters
                  0 = /dev/ttyUSB0      First USB serial converter
                  1 = /dev/ttyUSB1      Second USB serial converter

Confirmed by:

$ ls -al /dev/* | grep -e ^c | awk ' { if ($5 ~ /^188/) { print $0 } } '

So to suppress the testing for char-major-188 put in /etc/modules.conf
following line:

alias char-major-188 off
