Having run multiple card machines for several years the only issue in
setting the card order is modules.conf and now moddrobe.conf.
From my modules.conf;

alias eth0 ne2k-pci
alias eth1 8139too

And from /etc/modprobe.conf.dist;
alias eth0 ne2k-pci
alias eth1 8139too

Also as said before clean/fix tie ifcfg.ethx files also.
I have both cards the same type. What now?
They don't switch :-)
