I'm not sure about FC1, but in FC2, it's incredibly trivially easy.

Edit /etc/X11/gdm/gdm.conf, and find the lines that look like this:

0=Standard
#1=Standard

and change that to

0=Standard
1=Standard

and then restart gdm (ctrl-alt-backspace at the login prompt should do it),
and then you've got two login managers running on two virtual terminals.
