Hmmm.. PHP, eh? Have you opened tcpip_socket in postgresql.conf (found by
default in /var/lib/pgsql/data on a pristine Fedora from-RPM PostgreSQL
installation)? See /usr/share/doc/postgresql*/README.rpm-dist
