bittorrent: 'connecting to peers'

When my bittorrent client sits there saying 'connecting to peers' 
forever (on 
http://sunsite.mff.cuni.cz/fedora-torrent/tettnang-binary-i386-iso.torrent), 
what does that mean?

And when it times out (on 
http://torrent.dulug.duke.edu/tettnang-binary-i386-iso.torrent), what 
does that mean?
