iiim problems in FC2

At this moment, WUBI on IIIMF is only available on Solaris or
Java Desktop System, due to the fact that WUBI is a licensed
LE(input method) so it can't be opensourced.

If you know any opensource implementation of WUBI, please
let us know, we'll incorporate it!
