Folks. All is well. Turns out to be a configuration
change when the httpd upgraded, it changed /var/log/httpd
permissions but chmod 755 restored everything.

Folks,
It seem that with the latest update for httpd (Apache 2.0.51),
I am no longer able to get FrontPage 2002 Extensions
SR 1.2 release to work anymore.
Specifically -- I am not able to manage my user/group
permissions since click on port 80 in the administrative
page for the root server, login in ALWAYS results in a
http 503 Error:

The server is temporarily unable to service your request
due to maintenance downtime or capacity problems. Please
try again later.

Apache/2.0.51 (Fedora) Server at linux.cdkkt.com Port 80

This error remains forever and re-installing FPSE from
scratch will allow you to enter your login/password
after clicking on port 80, but you will never succeed
logging into the FP Author rights management page!
