eggdrop configure problem on FC3

Hi,

I went to install "eggdrop1.6.17" and at the ./configure point it stops with 
this message:
-

checking for Tcl library... found /usr/lib/libtcl8.4.so
checking for Tcl header... {not found}
checking whether the Tcl system has changed... yes
configure: error:

  Tcl cannot be found on this system.

  Eggdrop requires Tcl to compile. If you already have Tcl installed on
  this system, and I just wasn't looking in the right place for it, re-run
  ./configure using the --with-tcllib='/path/to/libtcl.so' and
  --with-tclinc='/path/to/tcl.h' options.

  See doc/COMPILE-GUIDE's 'Tcl Detection and Installation' section for more
  information.

I know my system has "tcl 8.4.7-2" and "tclx 8.3.5-4", but I can't find the 
files tcl.h or libtcl.so, so I can't add that to the ./configure. Where can 
I get those files? What package is needed for FC3?
