fc3 initrd failure

does fc3 only support initrd's created with initramfs/cpio. i have
created an old-school initrd on an ext2 filesystem and the kernel
successfully mounts the initrd but is unable to execute the linuxrc. the
process that i use to create the initrd has worked with previous
versions of fc, as well as all other distributions. is this something
that has changed in 2.6.9 kernel or the manner is which it was compiled
for fc3?

here are the messages on boot up:

RAMDISK: uncompressed image found at block0
VFS: Mounted root (ext2 filesystem)
Freeing unused kernel memory. 144k freed
Kernel panic - not syncing: No init found.
