1. Create a .repo file in /etc/yum.repos.d/ (e.g. "dag.repo")
2. In this file, insert the following:
[dag]
name=Dag RPM Repository for Fedora Core
baseurl=http://apt.sw.be/fedora/$releasever/en/$basearch/dag
 
3. Try again:
yum install tidy

That's how I did it anyway. I hope that helps.
