sendmail/m4 broken on FC2?

OK, I'm trying to get sendmail to work. To do this I must create a
configuration file, sendmail.cf. But this file must be generated by running
sendmail.mc through the m4 program, which is a macro preprocessor.
Except m4 doesn't seem to work on FC2. I make absolute sure that the
sendmail.mc file exists and I'm in the same directory where it exists and I
specifically name the full path to the file anyway and m4 insists on looking
for something in some other directory that does NOT exist. Granted, it's
looking for a file/directory that *its* documentation says it's going to look
for, but such a beast does not exist in FC2.
So, advice? Is there an easier way to get sendmail to actually send mail, or
is it going to be painful like this?
