Fedora Core ships with the vsftpd, which has documentation / FAQ telling
you how to do what you want. The keyword is "user chroot". See i.e.
first question of the FAQ:

ftp://vsftpd.beasts.org/users/cevans/untar/vsftpd-2.0.1/FAQ
