If you didn't build it yourself (i.e. it's one that came with Fedora) then it 
won't have it.

Probably the easiest option for you is to grab the sendmail-8.13.1 SRPM from 
fedora/development/SRPMS on your favourite mirror and build it on your machine:

rpmbuild --rebuild sendmail-8.13.1-2.src.rpm

That'll give you 8.13.1 built for FC2.
