how to add rpm ?

If your NFS directory contains a full installation tree (directory containing 
a Fedora directory), use:

systen-config-packages --tree=/path/to/nfs/install/tree/directory

If your NFS directory contains ISO images, use:

system-config-packages --isodir=/path/to/nfs/iso/directory
