FC2 quota's [solved]

Thank you Alexander.  The old format of quota.user and quota.group were
still there.  I am guessing that those still being present would were the
source of the trouble.  Once I deleted them and ran the quotacheck -guvma
everything dropped into place.  You are great as always man!
